Place the egg whites in a bowl and beat with an electric mixer until they begin to foam. Add the cream of tartar and beat until the whites are stiff but not dry. Gradually beat in the powdered sugar. Beat for about 5 minutes until it reaches spreading consistency. Place a piece of plastic wrap directly over the icing while you're using it to keep it from drying out.
It will take several batches of the icing glue to completely decorate your house. Make this as you need it.
